Inclusive Education in Nepal

In the topic "The inclusive Pre-school Class for developmental delay Children and disable People" the research is made with the aim of   actively participating those children and people who are enthusiastic and interested but are unable to do so in the nation building.
·         To provide opportunities for the children with developmental delay and those people who are physical and mental disable and that would possibly assist in the active participation in national building.
·         To boost up the full potential of the Pre-school children and their capabilities on their perspective field.
·         To develop the brotherhood relation with the disabled children and people who are naturally disabled with the help of trained teacher, staff, parents and the member of the community.



1.    Theoretical framework

Nepal is one of the poorest countries with regard to education, health, transportation sector. Nepal is the country where there are 12% disabled people. Among them around 5% of people are developmental delays. The trend of children with developmental delay is increasing day by day due to the lack of education and health facilities to the children as well as the conceived mother. So the developmental delay of children has been one of the challenges for Nepal.
It has been found that the Nepal children though they are of increasing age, they are not mentally, socially developed. Their activities, behavior are not equal to their normal age. Though they are of 14 and above age their activities are of 4-5 years old child. That’s why it is the challenge for not only Nepal but also for the rest of the world.
Here what we can say is that the issues of Disabled and a mentally retarded person is getting higher since the nation is passing by the political problems and the conflicts. There seems to be thousands of people who are physically dishearten and mentally attacked during the revolutionary period of Nepal in (1995 to 2005). The well wisher and the pillars of the nation seem to be in the shadow. So, it is necessary to understanding the issues of disabled pillar of nation and   considerate the special needs to them.
In most of the world people usually mediates spontaneously without awareness of the procedure and they are going through or of their behavior. Therefore in order to learn how to mediation and to understand the activity which will work as a therapy for mentally as well as psychologically distorted people in the world, there most is mediators. With this regards this concept will took attention of the concern mediators guiding them.

The research related on Inclusive Pre School classes is done through different trainings, seminars, field visits to the people working in these sectors. Also different organizations helped a lot by conducting trainings and programmes in different levels of the work.


B.   (Expected) findings/conclusions

1.    Findings of the Research:

Our team has found out the improvement of Development Delay children in the world.
"Portage programme" is the service oriented programme for children up to 6 years age with developmental delay with respect to their age or physical, mental or sensory organs problems (handicap), which gives home service through family to child to improve the delayed area(s) by identifying them as early as possible and to prevent additional problems to arise. Portage Programme was started from the small village named Portage of Wisconsin state, U.S.A, to provide helps the children with developmental delay and learning difficulty since 1970. Later on, this programme is running at U.K., Japan, Korea, India and other countries of world simultaneously. In the context of Nepal, though some talks and discussions and some trainings were conducted from 1989 through Mental Retardation Welfare Association and used the checklist by translating it for people with Mental Retardation. Also Bhaktapur CBR also conducted some days training on it. The REDBARNA (recently known as Save the Children Norway) translated the main tools of Portage (Checklists and Cards) in Nepali. Likewise, RCRD (Resource Center for Rehabilitation and Development) is also conducting informational trainings on Portage. But for the first time the programme was conducted formally and theoretically as trial programme since 14th April, 2001 (Baisakh 1st, 2058 B.S.) at ward no. 3 and 11 of Banepa municipality and ward no. 7, 8 and 9 of Tukucha, Nala V.D.C of Kavrepalanchok district.
After participating in the International Master Trainer Training arranged by International Portage Association (IPA) and South Asia CBR at Bangalore, India, on the support of many Political Parties  and Social workers and  recently director of Portage Programme Mr. Shankar Prasad Gautam, President of Nepal Disabled and Helpless Empowerment Center (NDHEC) created a small rough plan along with the technical support of  several experts and volunteers of the Nepal Disabled Association on the principle of CBR after realizing that the programme is necessary for the country like Nepal having different geographical region and poor economic condition which will largely participate the disabled as well as physical and mentally fit people of Nation in its . During the search of support for implementing the programme, the Cross Flow Ltd. UK, Jesper Holst and Anette Peterson who are the Associate Professor of Special Needs Education University of Copenhagen, Principal of Handicapped school in
Copenhagen Denmark agreed to provide some financial support. After that the Implementation Committee was created with the programme was fluently started by modifying according to the time and situation. Currently the programme is running successfully in all wards of Banepa municipality and Chaubas  V.D.C, Gothpani V.D.C., Panauti municipality of Kavre District, Lekhnath V.D.C Pokhara and Katunje V.D.Cs of Bhaktapur, 9 V.D.Cs of Lumbini,  and a Pre school class at Tukucha-Nala, Chaukot,Panauti and Katunje. From 2008, the Home visit and Preschool class has also been started at Madan Kudari VDC, of Kavre district.
Inclusive Pre-school Classes
These Inclusive pre-school classes provide pre primary level educational service in the class to all type of children of 3 to 6 years of age, including disabled, none disabled, exploited and demoralized poor people. Now there are 200 children receiving service from the inclusive pre school classes.
Home Visit Service
In the Home visit service, field workers, selected from the local area, visit once a week at the home of the children who is identified of having developmental delay or disability. They show and teach parents or family members of the children how to teach activities, that the child is delayed in, through different entertaining ways so that parents or family members also can teach those activities at home for the better progress of children. There are 202 children receiving regular service from Home Visit Service.
Portage Counseling Centers
The counseling centers provide information about Portage Programme and disabilities to the community and provide services as in home visit to those children who are not included in the home visit programme.


Home to Center Programme
In this programme children with severe disabilities (mental or physical) from different places are brought from home to the center in every fortnight (for now). Here group plays are done and different therapies are given to the children who require the therapies. Here counseling service and on the spot training to the parents are also given. Now there are 14 children attending programme.
